Project overview
Associated Asphalt was appointed by Biggin Hill Airport to address deterioration to an existing taxiway that posed a risk to ongoing operations. Following detailed investigation, the project evolved from a repair scheme into the construction of a new Code C taxiway, delivered within a live airfield environment. The airport remained fully operational throughout the works.
The challenge
The airport required a solution that would prevent failure of an ageing taxiway while maintaining full operational capability. The works were programmed through the winter months, with poor weather, restricted access and a fixed completion deadline of May 2023 to support summer operations.
Our approach
Joint inspections and trial excavations demonstrated that repairing the existing taxiway would be disruptive and offer limited long-term value. Working collaboratively with the airport, we developed an alternative solution: the construction of a new taxiway parallel to the existing asset, reducing operational risk while improving durability and long-term performance.
Delivery methodology was adapted to manage winter conditions and live airfield constraints. Early changes were made to access arrangements, including the construction of a temporary access road to reduce low-visibility movements on the airfield. Plant selection and material handling methods were adjusted to suit saturated ground conditions, enabling consistent progress despite adverse weather.
During excavation works, WW2 RAF practice bombs were discovered within the works area. All activity was stopped immediately and the site was secured in accordance with established safety procedures. The appropriate authorities were notified, and excavation resumed only under the supervision of a UXO specialist, with each item inspected and safely removed. Following the suspension of works, programme recovery measures were implemented to maintain progress without compromising safety or quality.
Weather forecasting was used to plan works, with flexible working hours introduced to maximise favourable conditions. This approach allowed progress to be maintained throughout the winter period and protected the May 2023 completion milestone.
Scope of works
- Construction of a new taxiway within a grassed area, bounded by live taxiways
- Full depth excavation and pavement construction
- Installation of capping layer, Type 1 sub-base and asphalt surfacing
- New AGL pit and ducting system, including future stop-bar crossings
- Installation of drainage infrastructure, including catch pits, soakaway and penstock
- Protection and diversion of existing services and drainage
- Installation of airport signage
Sustainability and social value
- Reuse of previously excavated concrete to form 100% of the capping layer
- Stockpiling and reuse of asphalt planings within the airport estate for future projects
- Shared crew transport to reduce vehicle movements and associated emissions
- Use of local suppliers and workforce where possible to support the local economy
Outcome
The new taxiway was delivered safely and completed by May 2023, enabling Biggin Hill Airport to operate at full capacity during the summer season. The project provided a robust, long-term solution while demonstrating Associated Asphalt’s ability to manage unforeseen risk, adapt methodology and maintain programme certainty within a live aviation environment.
